Rights of voting are considered very much essential in a democracy and in India, it is possible to be exercised by residents living outside the country, by getting NRI Voter ID Card from their state. Till 2011, non resident Indians were not having the facility to apply for voter ID card through online facilities. They were required to submit their application for registration as voters from their constituencies by coming to India in person. Such intricacies were not possible for many people, as it required them to fly to India and then do the necessary steps. For this purpose, Representation of the People’s Act of 1950 was amended in 2010, which became effective from February 2011. Under this amendment, Non Resident Indians or NRIs can now have voter ID card in their names and come to their respective voting centres to cast their ballot during elections. • Eligibility of NRI to get the voter ID card To be eligible to be issued a voter ID card, a person should not have the citizenship of any country. He or she might be in any country for any reason such as education, job or other. He or she shouldn’t have voting rights in the country of residence. They need to have a valid Indian passport. Such NRIs can apply for a voter ID card in the constituency to which they belong and enrol in the voter’s list of this constituency, which is the address provided in their passport. • Procedure to get the Voter Card Since the Indian Government has converted many of its schemes to work through online system, the NRI voter ID card can also be applied through online means. For this purpose, one has to log into the Overseas Electors category in the official website of their constituent state. This can be found out from eci.nic.in and then go into the link of CEO of the state. There is the Form 6A which can be filled up online. This is the form for including the name in assembly constituency voters list. After the name, email id and mobile number has been filled up, a unique login number and password would be provided, which can be used to open the page and fill the Form 6. This form has to be filled in accurately with all the required data and a passport sized photograph. Then, people can submit this form online. At this point, people are also required to submit the scanned copies of all the documents mentioned in the Form 6. A scanned copy of the Indian Passport page, with their names and address details have to be submitted, after it is attested by the officer in the Indian Mission, in which the NRI is currently located. These documents are downloaded by the officers looking after the preparations of the voter list in the constituency and process the card. In the online mode, NRIs can now apply for including their name in the constituencies mentioned in their passports. Once applied, they can then know their voter ID card status from the official site of their constituencies or through state election commission’s website. |
